Add the chicken broth, cream of mushroom soup, and onion dip powder into your Instant Pot. Whisk. Add the green beans, cook on HIGH for 10 minutes, with a Quick Release.
Combine the water and flour in a small bowl and whisk. Turn the pot to SAUTE and add the flour and water mixture. Cook, stirring, until the sauce has thickened in the pot.
Add the green bean casserole to a serving dish. Sprinkle the casserole with parmesan cheese and fried onions. Serve and enjoy!
